According to a survey by Apple Police, this bug exists in iOS 17 and continues up to the first beta of iOS 17.1. It might take a device up to a day to index and bring back older messages. Some users have reported a workaround: they go to the Settings app, select Messages, then Siri & Search, turn off all the displayed settings, restart the iPhone, and then turn those settings back on to fix the issue.
